NarrativeFort Bend, in the Houston metro area, derives more than 50% of its child nutrition income from a la carte sales, an extensive program with the widest selection in the area according to Stotler. For school meals, scratch production has been the approach for decades, but the district did struggle with the new fruit-and-vegetable mandate imposed by USDA a year ago as the increased six-cent reimbursement just covered the added cost. One successful menu item category was sweet potatoes, made either into fries or grilled in cubes. The district had to undergo a series of meal price increases to meet federal requirements—25 cents in both 2010-11 and 2011-12—for the first time in 20 years. It should have gone up again this year but the department got a waiver due to an excess fund balance caused by the increases.
