NarrativeFree-reduced percentage has been stable in this Raleigh-area county. Last year, participation rates initially dropped 4%, but recovered part way. A la carte—$14 million several years ago—has declined to about $10 million as offerings became healthier. Director Moody believes new competitive food rules will cause a further decline and that the department will probably need to look for new sources of revenue. A good fund balance has helped it hold meal prices stable. Charges are not offered in the district; younger students without lunch money are offered a free vegetable plate, a policy that has been effective. Menus are centralized, but prep and production are handled at each school’s kitchen and scratch cooking has increased somewhat. Moody reports the biggest challenge of the new meal pattern has been educating student customers about required choices; the department has added two additional area supervisors to help oversee the programs. While raw food cost increases have been modest, the requirement to increase the number of available entree sides from 2 to 4 has tended to raise overall food costs.
